Synercate’s principal consultant setup and operationalized an investor-readiness clinic for SME’s including the operating model, manuals, toolkits and delivery workflows to ensure quality execution.

Small and medium enterprises (SMEs) in an East African market faced significant barriers to accessing capital markets financing. Despite representing the backbone of the national economy, most SMEs lacked the knowledge, documentation, and operational readiness required to attract investors or access capital market services. The Ministry of Finance and National Stock Exchange needed a comprehensive technical assistance program to bridge this gap and strengthen the capital markets ecosystem.

The project required navigating complex stakeholder interests across multiple government agencies, regulatory bodies, industry associations, and private sector advisors while building something entirely new – a sustainable clinic model that could transform SMEs from traditional businesses into investor-ready entities.

As Technical Consultant and Project Manager, Synercate led the complete design and operationalization of the Investment Clinic from concept to execution:

Program Design & Infrastructure

  • Conducted extensive stakeholder engagement with the Ministry of Finance, National Stock Exchange, Capital Market Authority, Ministry of Trade and Industry, Private Sector Federation, and Development Board
  • Developed comprehensive program documentation including the Services Manual, Criteria Manual, Operations Manual, and Sustainability Plan
  • Created diagnostic frameworks to evaluate SME investor-readiness across governance, financial management, strategic planning, and compliance dimensions
  • Designed and deployed an online portal to manage clinic activities, track progress, and ensure transparency

Capacity Building & Training

  • Developed training curriculum and materials for both SMEs and capital markets advisory teams
  • Created SME and Advisor Toolkits with practical resources and templates
  • Facilitated investor-readiness training sessions for qualifying SMEs

Implementation & Quality Control
